Andy Roscoe, through JC3, is a consultant to LocatorX with a focus on business and partner development for government and commercial entities.
Andy has more than 40 years of experience managing large complex projects in the telecommunications industry, most recently in the government sector. He has served as CEO of public and private companies in the telecommunications industry. He founded, owned and managed a 100-person telecommunications consultancy involved in engineering and marketing strategy support for wireless manufacturers and operators around the world.
In addition to his work with LocatorX, Andy has served as business development lead and program manager for C3 Comm Systems, a contractor developing high reliability command and control networks for the Department of Defense. He has also served as SVP Operations for Astrapi Corp, a developer of advanced radio platforms, where he served as Program and Project Manager for multiple Phase II SBIR projects. He served as a Program Manager for Government Contracts for xG Communications, a developer of interference resistant radio systems, where he managed projects for DARPA and DSA.
Andy has a BA International Affairs as well as a Master of Economics from The George Washington University.
