Scott Fletcher

President & CEO 

Scott’s career encompasses more than 30 years of experience with information technology solutions and new business programs for companies including Shell, PeopleSoft, Dun & Bradstreet Software, Evant, and i2 Technologies. He has an extensive history of building and leading technology organizations in both small startup companies as well as large multinational corporations. 

In June 2018, Mr. Fletcher retired after 10 years with Ultimate Software (ULTI) where he was Vice President responsible for $300M in revenue. He played a key role in Ultimate Software’s surpassing $1B in annual revenue. Ultimate Software was the fourth SaaS company to reach the one billion dollar milestone, and the only company to achieve the milestone profitably through internal growth. 

Previously, Mr. Fletcher served as Vice President with two leading supply chain automation companies; I2 Technologies (now owned by JDA Software Group) and Evant (now owned by Manhattan Associates).

In 1993, Mr. Fletcher launched and led PeopleSoft Europe (now owned by Oracle) and then was promoted to manage their entire North American technical consulting business. 

Mr. Fletcher has an MBA from Babson College and a bachelor’s degree in Business Administration from Boston University. 

Billy Meadow

Founder & CTO

Mr. Meadow was the founder and CEO of ControlCam from 2009 through 2012 providing low altitude aerial survey operations, and was the founder and has been the CEO of Visre, Inc./Visual Real Estate, Inc. from 2004 active through 2009 providing street level imaging systems. He was the Co-Founder and Chairman of Real Mortgage Systems, Inc. from 2005 to 2009 providing financing for single family residences. 

From 1996 to 2000, Mr. Meadow worked on behalf of Columbia University by marketing and licensing patents as CEO of 4D Technology, Inc. He was founder of Payformance Corporation, now called PaySpan, and worked at that company from 1984 to 2003, providing payment technologies to Fortune 500 clients. Mr. Meadow served as VP of Corporate Development for BBN Corporation from 1995 to 1996, a company he joined after selling Network One, a Voice Over IP company that he founded. 

Mr. Meadow received his B.S. in Marketing from Florida State University. He has patent development and licensing experience across multiple industries with over 20 issued patents. 

Bruce Candebat

CFO

Bruce has over 30 years of experience in finance, accounting, and audit with both private and public companies, including LifeWorks, Stratix, Liaison, TRX, Georgia Pacific, Southern Company and BellSouth. He has experience in implementing, building and running a strong Finance organization in both US and multinational corporations.

Previously, Mr. Candebat served as VP of Finance at fast-paced, private tech and services companies focused on both organic growth and acquisitions. He played a key role in the sale of LifeWorks to Morneau Shepell in July 2017.

In the Public Company sector, Mr. Candebat held leadership roles responsible for public company reporting, and in 2000, was a lead IPO team for the spinoff of Southern Companies Spin-off of Southern Energy Inc.  

Mr. Candebat is a CPA, CGMA, CIA and CISA and earned his bachelor’s degree in Accounting from Loyola University, New Orleans.

Mark Malis

VP of People & Culture

Mark Malis is a Human Resources executive with over 30 years of domestic and international generalist leadership experience. The majority of Mr. Malis’ tenure has been invested in the high-tech sector, leading global growth initiatives that include key business transformation. Mark is also a sought spokesperson, noted for presenting on a variety of human capital topics to diverse participant forums.

Prior to joining LocatorX, Mark was the Head of Global Employee Experiences at LifeWorks, a global technology company focused on employee wellbeing solutions. Mr. Malis’ role in launching the Employee Experiences function touched on all aspects of people initiatives with the overlying emphasis on promoting an execution-driven and engagement culture to help fuel LifeWorks’ strong growth acceleration.

Prior to LifeWorks, Mark held key global human capital leadership roles with Liaison Technologies, McKesson Corporation, and Novell. Mark is a graduate from the University of Illinois with a degree in Psychology.

Over his extensive HR tenure, Mr. Malis has traveled throughout most of the world in establishing new corporate entities and leading strategic HR initiatives in the Americas, Canada, Europe and Asia/Pac. He is also the author of the published book Gap Odyssey – Navigating the Business Highway for Both Young Professionals and Experienced Leaders.
